Probably bad Climatte control module, I just put a used one in my daughter's 98 cirrus today, had that problem plus the fan control quit working, got lucky, local junk yard had a 99 control module for $45, though I have seen them up to $149 on internet. Stratus/cirrus same item, and 97 to 2000 supposed to be same unit.

Not real hard, just tedious to replace, 2 electrical connectors, but the clips on the cables for temp control and outside air damper can be tricky to get in the right place....
To replace, you will pop off the trim piece around control and radio, a few screws to remove top dash, that's easy. Then remove console piece under that, unless you have cd changer, then that comes out too. That part is easier than it sounds, unscrew and unplug. Then remove screws holding control unit and drop down. remove electrical connectors, then carefully remove clips on the two cables, and don't let those clips fly away. Mark which cable goes on the left and right. Reverse with replacement unit....
