Chrysler has shut down its standalone ENVI electric vehicle program and its personnel have been assigned to other vehicle development programs as Chrysler and Fiat merge their hybrid and electric vehicle programs.

Chrysler Group will produce a hybrid version of the Ram 1500 pickup, but it has not been determined whether the light truck will have a diesel engine or not. The automaker had previously said both options would be available in 2010.

The massive American Recovery and Reinvestment Bill of 2009 has been presented to Congress for its consideration. The bill combines $275 billion in tax cuts with $550 billion worth of what Rep. Dave Obey of Wisconsin, chairman of the House Appropriations Committee, calls “thoughtful and carefully targeted investments” in technology and infrastructure.

Chinese manufacturer BYD will introduce the first production plug-in hybrid-electric car to the world at 11 am on January 12 at the Detroit Auto Show. The company will also show an electric crossover. The company uses lithium-iron (rather than lithium-ion) batteries.

Plans for an Election Day merger agreement between General Motors and Chrysler hit a snag Thursday when the Bush administration ruled out funding for it. Without the federal funding, the private investors with whom the automakers had been talking are not interested in the deal.
