The Dodge Neon and Chrysler PT Cruiser are among the most affordable fuel-efficient Certified Pre-Owned vehicles, according to Edmunds.com. A three-year-old Neon should cost about $7,876 under Edmunds’ True Market Value guidelines. A one-year-old PT Cruiser has a TMV of $11,126.
