It sounds like the ORVR (on-board fuel vapor recovery) or EVAP (evaporative) emissions systems are malfunctioning. There should be a vacuum hose routing map under the hood to try and trace the flow from the filler tube and fuel tank vents through the canister to the purge solenoid and to the intake manifold.
Liquid fuel may have entered the charcoal canister and flooded it. This will cause a rich mixture condition when purge is occurring.
It may not set a fault code and you may want a service manual for diagnosing this.
