On the fuel tank there is one fuel line and one vent (in front of tank) I followed out both 5/16 lines going towards the engine compartment - except the vent line is incomplete stops under the passenger side can anyone tell me is that line is supposed to continue to the engine bay or somewhere else - if the engine bay we does it hook into? this vehicle does not have a charcoal canister - as of now if I fill up fuel will come out of that top front vent line.

Welcome to Allpar. Check to see if it is the correct tank and if the rest of the vapor saver system is there. You should have a vapor/liquid separator. Use due care when working around flammable fuel and fuel vapors.
P.S. - With a system like this, you need to have a good, working PCV valve and breather.
