1975 dodge dart se 318

the black w/t yellow tracer coming out of the ignition module has only 1.0v where as all the other inputs have the correct voltage.

when the key is turned to the start position the voltage gauge drops down but the starter never engages.(trans-linkage is not hooked up yet but the trans is in park and all wiring to trans is connected and in tact. (also was a problem before removal of the motor

If the starter won't crank, it might be your starter relay. Or it could be the starter, which most parts stores can test. If the starter cranks but the engine doesn't fire, it could be several things, some of which have been suggested. I have an '84 D100 with a 318, and when this happens, it's usually the coil (beware those made in China). Once, though, two wires coming from the module were frayed, and had to be spliced. Maybe your ballast resistor or rotor needs replacing.

does changing from "park" to "neutral" make any difference at all in symptoms?
