1992 W-150 Not shifting into 4 Wheel high

I just replaced my 4wd acturartor, the vacum celinond, and it only drops down to 4w low. Not high. Any idea what might be going on?

Lets see..... In 1992, they were still manual T-cases.....

Check and make sure the linkages are lubed and not binding, Also double check vacuum hose routing and axle actuation.
