I have a 1995 Dodge Intrepid ES, and while driving the ABS light comes on and off intermittently. I only know of the Actron CP9449 that reads ABS codes, but they are only for OBD ll vehicles. My 1995 Dodge is a OBD I so the Actron will not work. Is there any other code reader for ABS OBD I?

A DRB III with Supercard (or equivalent) with the old-style 6 or 8 pin underdash diagnostic body cable connector can read the ABS module. The connector may be found around the fuse box area.
OBD I and II was a mainly powertrain communication protocol so that the manufacturers could use a common scan tool language starting in 1996. The other vehicle modules like Body, ABS, Passive Restraints, Cluster, etc. didn't have to meet this communication standard.

My Snap On MT2500 reads ABS codes from the earlier Chrysler cars. I used it when I had ABS problems on my 1994 LeBaron.
