Not normal. It should have a full range of rpms and power, both warm and cold.
The PCM goes into 'closed loop' once the engine warms which brings the O2 sensors into play to control fuel mixture. If there is a problem here it can make things too lean or too rich and result in poor driveability issues.
Temperature gauge reading normal? Any 'ck eng' light or fault codes?
