door gaskets are in good shape but have shrunk a bit and won't stay completely on the frame where they belong.

was going to remove the door sills and pull the gaskets back to where they belong and maybe put a bit of goop under them to help keep them in place.

Question: how do the sills come off? I don't see any screws so I presume they just pop off?

While I haven't removed any door sills from that family of cars, other Chrysler products of the same vintage had clips that just pop off holding the door sills in place.

I don't see anything on the top side of the sills.

The old new yorker had screws in the top.

Early year (99-01) tend to shrink. Later (02-04) not as prone to shrink. May get a set in a yard from 02 and up or splice in a piece under the door sills.
Sills come off by pulling straight up. Reach in under the carpet 3 pins fronts, 2 pins rears. Weatherstrip has a metal reinforcement inside, can pinch it for a tighter grip. Work the seal in to the top corners then around to the bottom pushing the sides up as you go.
