Welcome to Allpar. By 'no power to dash', you mean that there are no warning lights, digital odometer/gear display and the gauges sit at zero?
There may be an electrical branch out. You have ignition (spark) and a cranking starter motor? Do you have fuel pressure at the fuel rail test port?
You may need a wiring diagram to trace wire colors and connectors. You checked fuses under both the dash side panel and under the hood?
The auto shutdown circuit is basically only for spark and fuel. If your dash is out, you may have more going on.

Have you tried playing with the ignition key in the switch? Move it slightly towards 'start' and slightly towards 'off'. There may be a failing ignition switch connection and sometimes you can get a reaction out of it by playing with it.

I'd also suggest you remove and clean both battery clamps and the terminals. It could be corrosion or a loose/dirty connection.
