ASD Relay clicks with key in off position

2005 stratus 2.4L AT Crank no start- rough crank,cuts out,backfire,- P0652 (battery voltage low),P0700 (transmission control system).ASD (automatic shutdown) relay clicking with key in off position. Replaced ASD relay with like relay....no change. Removed ASD engine cranked normal.Changed ECM...no change.
How troubleshoot ASD relay clicking with key off...?

Welcome to Allpar. Poor ground? Corroded connections?
Begin cleaning terminals at the battery, then to the jumper post nuts & engine compartment grounds. Make sure connections are clean & tight.
Seat all fuses & relays.
P0700 is your PCM telling us that there is a fault code stored in the TCM.
Is it charging the battery?

Are you identifying the correct diagnostic dode? There is a P0562 which is low battery voltage and P0652 which is sensor reference voltage low. Please verify which code is present.

Clicking of a relay as you describe is indicative of extreme low voltage present. Either very weak battery or excessive resistance in electrical connections from the battery to the PDC / power distribution center. Check positive battery cable where it connects to the PDC.

A short to ground in the ASD control wire is causing the click. The problem is the dark green/white wire from the ECM to the relay. It's touching metal somewhere. Inspect the harness for damage, especially near hot engine parts. The short is telling the relay to turn on with the key off.

The low battery warning is telling you that either the battery is dying or the connections are bad. Take IC's advice about cleaning posts, clamps and grounds, and try again. Measure battery voltage with engine off, and if low, disconnect the clamps and charge the battery fully, then hook them up and measure after about 1/2 hour. Should be 12.4 to 12.6 volts.
