There are, but this is low hanging fruit. That's the only thing congress tackles. They're never going to touch anything that requires hard decisions. There's reason why they kick the can down the road on social security. If they cut it, most of their voting block will be upset, older folks. If they extend the retirement age, younger folks will be upset. If they make one pay longer on your wages until it drops off, higher wage earners will be upset. As discussed, it would be ineffective as a national alert system, since almost everyone who listens only does so in their car (that's what this discussion is about), which, for the average person, is only 1% of the time. Cell phones would be far, far more effective, since most people have them, and have them with them, turned on, almost all the time.
