My visor fell down in my 1999 Chrysler Cirrus LXI so I cut the wires so and later I noticed my aftermarket radio and dome lights weren't working anymore, but my power windows and locks are. I checked all the fuses and they are good I spliced the visor back in and unhooked my battery to reset the computers and still not working what is going on

Welcome to Allpar. You still may have an open fuse? Brake lights working? There are 2 fuse boxes. The one under the hood has fuse #4 (yellow-20 amp) that powers the interior lighting. This fuse/relay box is called the PDC or power distribution center.
You checked the fuse box in the dash? It is called the Junction Block. There is fuse #5 (red-10 amp) that powers the radio memory/dome/visor/vanity/trunk lamps shown on p. 8W-12-8 here.
