First thing to check would be fuses. Usually there are high-current fuses in the relay box underhood, and also some inside behind a dash panel, in most cars.

Not sure off the top of my head, but could this be an ignition switch issue?

Hazard flashers don't operate through the ignition switch. Sounds like he was able to fix it.
