FCA announced in June 2014 that some 2015 Chrysler 200s would come with engine start-stop. FCA's press release on the subject is here -- http://media.fcanorthamerica.com/newsrelease.do?&id=15722&mid=97 Also, here's an FCA video explaining how engine start-stop works --
Further, the Owner's Manual for the 2015 Chrysler 200 discusses engine start-stop on pages 445-450.

I recently test drove a 2015 Chrysler 200C that did NOT have engine start-stop.

Interestingly, the 2016 owner's manual does NOT have any mention of engine start-stop.

So is FCA quietly backing away from this fuel-saving technology?

Really? Have you ever driven a car with it fr any length of time?
You won't even notice it's happening after a short time, nor will you find that air conditioning or time to accelerate from a traffic light changes one bit.

Just seems odd, to me at least, that FCA would issue a press release for a new technology and then seemingly abandon that technology. Do you think they ran into technical and/or consumer-acceptance problems with the start-stop system in the Cherokee. FCA, like Mazda, doesn't offer hybrid technology, and start-stop can help them achieve fuel economy requirements. It may still be under test and development. This is one of those engine technologies that have to be done right the first time.
A successful S/S system, like Chrysler's best-in-class MDS Hemi has to be seam-less and silent in operation.
