I discovered that after I turn the key off, I'm still able to power the windows and the fan.. with the key off, out the ignition and the door open. I wrote earlier about weird battery issue and it not starting randomly but I think I've figured out what's causing the battery drainage.. Now I need to figure out why not everything is turning off. The radio powers off as it should but the fan and windows are still operational.

I reviewed service manual documentation for 2001 thru 2004 Chrysler PT Cruiser. No mention is made of any electronic control module which keeps the power windows, radio, and other accessories powered up for a short period of time after turning the ignition key switch to the OFF position. Some Chrysler vehicles around this time frame probably had this feature but not the PT Cruiser.

Studying the wiring diagram associated with the circuits powered by the ignition key switch, one comes to the conclusion that the battery drain and continued operation of the HVAC blower fan and power windows with key removed and driver door open is a result of a failed ignition switch. See attached image.

Circuit RUN A22 powers the devices in question and should be de-energized with key switch in OFF position. Replace the ignition switch.

I would think that any melted or burnt wiring in the steering column or dash would be very noticeable by the odor.
I would suspect that the switch has shorted internally. The plastic switch housing does come apart and you may find broken or loose hardware inside.
