I have 2013 Dodge Grand Caravan, trouble codes show P2004 Intake Manifold Runner Control Stuck Open.

Is there any way to fix it without replacing the whole intake manifold?

How can I test to see if it is stuck inside the manifold or if the controls for it are broken? Or maybe it does not get/send the proper signals back and forth to the MCU?

A 2013 minivan would be equipped with the 3.6 liter V6 engine. Was an intake manifold runner control system used on those engines? I cannot find documentation nor pictures that show the butterfly valves in the upper intake plenum. Are you sure about code P2004?

I agree. The P2004 code would not apply to this vehicle. I would believe a P0204 (#4 injector circuit)? Are you having any symptoms other than the 'ck eng' light?

Unfortunately I do have the P2004 Powertrain Intake Manf Runner Control Stuck Open bank 1a
so it does apply

If this is the 2.8L VM diesel, there is a P2008, P2010 and P2014 fault. I see no P2004:
P2008-INTAKE MANIFOLD RUNNER (SWIRL) CONTROL CIRCUIT OPEN - BANK 1
P2010-INTAKE MANIFOLD RUNNER (SWIRL) CONTROL CIRCUIT HIGH - BANK 1
P2014-INTAKE MANIFOLD RUNNER (SWIRL) POSITION SENSOR CIRCUIT

Possible Causes:
INTAKE SWIRL VALVE CONTROL CIRCUIT SHORTED TO VOLTAGE
INTAKE SWIRL VALVE CONTROL CIRCUIT SHORTED TO THE ASD RELAY OUTPUT CIRCUIT
INTAKE SWIRL VALVE
POWERTRAIN CONTROL MODULE (PCM)
