I have already replaced both cats and of course it was many thousand miles ago. I know that just because you get the PO420 does not necessarily mean cat. So, what is the proper scan tool to use and is it available retail?

Here is a snap shot of this tool at the H F site. Read the reviews made by customers who have purchased it. It is more than a code reader; it will give you live operating data such as engine temperature, etc. Other vendors of good scan tools are Auto Xray and Actron. Investigate those tools.
