What was the fault code? Try the on-off-on -off-on and count the ck eng lamp flashes for 2-digit codes.
It may be a failing ign switch or broken key cylinder casing.if the key action is 'floppy'. Sometimes it can be a reach to get to the start position.when this happens.

The EGR valve fault code could be real and a failed open valve could cause hard starting (long crank time, multiple restarts and rough running, especially at idle and lower engine speeds). It is located on the rear of the cylinder head.
You may have a couple of issues going on here. Electrical and EGR valve.

Sometimes these cars will trip the EGR valve because the EGR tube clogs up. So the EGR valve may not be bad, however every time I had the issue on the Neons I owned it was the EGR valve assembly that was bad.
