Is anyone aware of a kit to convert 5.2/5.9 engines in 80s & 90s Dodge B vans from V belts to serpentine belt & pulleys?

Not directly, no (although that doesn't mean there ISN'T one!)

But using a Magnum 5.2/5.9 accessory drive should take care of most of the bolting-stuff-up part; or if you can find it, a 1990-1991 LA 5.2/5.9 accessory drive if you want to keep (or need to keep!) the A.I.R. pump.

And for those, worst case is a boneyard.

Do be aware that also requires replacing the water pump due to the serp design using a reverse-flow water pump.

They are somewhat pricey with the machined, polished, coated aluminum-billet pulleys.
A/C compressor mounting makes a difference and I see no smog pump included if that is a factor for you.
I think that all Magnums with the raised intake manifold had the serpentine belt setup.
Are you running dual-v belts now? If you are running quality heavy-duty belts like Gates Green Stripe, it should do OK with v belts.

The Magnum setup brings two issues:
1) The water pump is reverse rotation.
2) There is an accessory mounting boss present on one style of heads that is not there on the other.
The 1991 Dakota (or any other early 1990's truck or van with the TBI, non-Magnum, engines) setup would probably be the best.
