When it goes below 20 degF, the NY highway dept uses Calcium Chloride. It will burn skin also.
The double layer cover is called 'antiphon' to reduce noise. The valve covers and oil pan commonly use it.

It is best to replace it, you wouldn't want to damage a transaxle because of low fluid. It also makes a mess in the driveway.
