There is only one right way. Cut out the rust all the way (probably more than you see now) and weld in new metal. But finding clean sheet metal will be a challenge, so you’ll need to fabricate patch panels.
Any other method is going to be a temporary repair.
Cut out the rust and weld in a new patch panel. For a temporary fix, use fiberglass and body filler, but it won't last. Finding a donor panel is your best bet.
