Canada has agreed to make C$3.5 billion  (US$2.8 billion) in loans available to North American automakers on the condition that the United States provides a similar loan package. GM, Ford, and Chrysler all have operations in Canada, with all minivans and rear-drive Chrysler vehicles made in Toronto. Advantages to building cars in Canada have included access to a well educated populace, strong health care not paid for by employers, currency exchange rate advantages, and a population that appears more inclined to purchase vehicles from domestic manufacturers.
