It would have been hypothetically possible if only if the 2 barrel intake was was provided but with modifications so that one barrel in the manifold could be permanately closed off with a cover and bolted but this would have required (by looking at how the 1BBL was mounted VS the 2BBL) that the 1BBL carburetor would also need to have been designed and mounted 45degrees to where the later 2BBL carbs would end up being mounted. In theory I think it would have been entirely possible to provide this option of the 1BBL rather as an economy option. Seeing as the Carter BBD was 280CFM over the 180cfm of say the Holley 1920 the 2BBL probably provided the best power for fuel economy especially for higher speeds.
The base of the 1 bbl and 2 bbl carbs were so different it would have been impractical to make one manifold work for both.
 
The Super 6, available ok the US from 1977? - 1979 was quite an improvement. It lasted longer in Canada. The carb was rotated which meant a unique kick down and probably throttle cable.
But the improvement was incredible.
